Senate Bill 2396 Summary

• Authorizes qualified electors to vote early between 21 and 5 days before election day at the registrar's office or designated location.

• Early voting hours: weekdays 8:00 a.m. to 5:00 p.m. (extending to 7:00 p.m. the last two days), plus one Saturday from 8:00 a.m. to 4:00 p.m.

• Early votes are final and counted simultaneously with election day votes; candidates may challenge voter qualifications during early voting as permitted on election day.

• Voters cannot cast absentee ballots at the registrar's office during the early voting period; absentee ballot applications must reference absence on "all days upon which early voting may be conducted."

• Secretary of State must promulgate rules and regulations to implement the early voting system; takes effect July 1, 2022.
