Creates a new Division of Parole within the Mississippi Department of Corrections with a Deputy Commissioner appointed by the Commissioner, responsible for all administrative and fiscal functions of the Parole Board.

Places the State Parole Board within the Division of Parole effective upon passage; the Board retains exclusive responsibility for granting and revoking parole but cannot execute administrative or fiscal functions.

Authorizes the Deputy Commissioner of the Division of Parole to hire up to three licensed attorneys as hearing officers to conduct preliminary hearings on parole revocations and make recommendations to the Board.

Requires the Division of Parole to maintain a central registry of paroled inmates with names, addresses, photographs, crimes, and parole end dates, accessible to law enforcement and the public via internet.

Extends the automatic repeal date of parole board provisions from July 1, 2022 to July 1, 2026 and makes conforming changes to related statutes regarding parole administration and reporting requirements.
