Establishes that the Commission on Teacher and Administrator Education must create standards for supplemental endorsements allowing teachers multiple pathways, including completing additional coursework or earning minimum qualifying scores on required licensure subject assessments, with exceptions for early/primary education PreK-3, elementary education, and special education except by State Board approval.

Requires the Department of Education to grant and renew all teacher and administrator licenses and certifications within 21 days of receiving a completed application if the applicant meets all established requirements.

Expands reciprocity provisions to allow teachers possessing valid licenses from another country or political subdivision thereof to receive a standard five-year license within 21 days of a completed application.
