Senate Bill 2438 Summary

• Requires local school boards in every public school district to adopt a policy implementing a financial literacy education program for students in grades 10 and 11 by July 15, 2022, with instruction beginning no later than the 2022-2023 school year.

• Directs the State Department of Education to approve each district's financial literacy curriculum and establish a protocol for teaching continuity in an age, grade, and developmentally appropriate manner.

• Mandates instruction in 13 specific financial topics including banking, checkbook balancing, debt management, loan applications, insurance basics, consumer rights, income taxes, interest rates, contracts, and billing disputes.

• Deletes previous optional financial literacy program language from Mississippi Code Section 37-7-301(rr), making the program mandatory rather than voluntary.

• Effective date is July 1, 2022.
