Prohibits transfer of property acquired through eminent domain to private persons, entities, or businesses for 10 years after acquisition.

Exempts drainage and levee facilities, roads and bridges, flood control projects, seawalls, dams, toll roads, airports, ports, harbors, and utility infrastructure (telephone, gas, electricity, water, sewer, natural gas, liquid hydrocarbons).

Exempts eminent domain use to remove public nuisances, structures beyond repair or unfit for habitation, abandoned property, or direct threats to public health or safety.

Codifies Article 3, Section 17A of the Mississippi Constitution into the Mississippi Code of 1972.

Takes effect upon passage.
