Prohibits property acquired through eminent domain from being transferred to any private person, corporation, public-private partnership, or nongovernmental entity for 10 years after acquisition

Exempts infrastructure projects including roads, bridges, toll roads, dams, seawalls, flood control projects, public airports, ports, and harbors from the transfer restriction

Exempts utilities and common carriers including telephone, gas, electricity, water, sewer, and liquid hydrocarbon transmission and distribution facilities

Allows transfers when eminent domain was used to remove public nuisances, acquire abandoned property, demolish structures unfit for habitation, or eliminate direct threats to public health or safety

Codifies Article 3, Section 17A of the Mississippi Constitution into statutory law
