Grants municipally owned electric utilities that serve at least one-third of their capacity outside municipal boundaries the same powers as electric power associations (cooperatives) formed under Mississippi Code Section 77-5-201 et seq.

Authorizes qualifying municipal utilities to enter into interlocal agreements with any adjacent public utility

Creates new Section 21-27-79 of the Mississippi Code of 1972

Contains a drafting error in the effective date provision, stating the act takes effect July 1, 2022, but "shall stand repealed on June 30, 2022" (the repeal date precedes the effective date)
