Authorizes the Mississippi Department of Marine Resources to license molluscan shellfish aquaculture operations at $50 for residents and $100 for nonresidents annually

Removes previous vessel-specific licensing requirements for off-bottom oyster aquaculture ($50 in-state, $100 out-of-state per vessel) and replaces with operation-based licensing

Eliminates the requirement for a separate "captain license - oyster" ($10) for captains of off-bottom oyster aquaculture vessels

Updates terminology throughout the statute to replace "commission" with "department" as the regulatory authority

Effective date of July 1, 2022
