Expands the Mississippi Department of Marine Resources' authority to utilize resources from all state institutions of higher learning, in addition to the Gulf Coast Research Laboratory which was already authorized

Amends Section 49-15-15 of the Mississippi Code of 1972 regarding the department's powers and duties for regulating seafood and marine resources

Maintains all existing department powers including jurisdiction over marine aquatic life, seafood sanitation programs, setting fishing seasons, and managing artificial fishing reefs

Effective date of July 1, 2022
