Removes the July 1, 2022 sunset provision on harvest permit weight tolerances, making the 10% gross vehicle weight tolerance (up to 88,000 pounds) permanent for vehicles with harvest permits under Section 27-19-81(4).

Eliminates the July 1, 2023 repeal date on provisions allowing harvest permit holders to petition local authorities for roadway use, maintaining procedures for county boards of supervisors and municipalities to designate approved routes within 2 working days.

Extends the harvest permit authorization to include bulk feed, wood pellets, and unprocessed forestry products in addition to existing products like sand, gravel, woodchips, and agricultural products.

Establishes procedures for timber deed grantees to request designated routes from local authorities within 3 working days of filing a timber deed, with approved routes valid for 6 months and exempting grantees from harvest permit requirements.

Increases the maximum gross vehicle weight for harvest permit vehicles from 84,000 pounds to 88,000 pounds when the 10% tolerance is applied, effective July 1, 2023.
