Allows boats towing water skiers to operate without an observer if equipped with a wide-angle rearview mirror of at least 78 square inches with 170-degree field of vision; otherwise requires an observer at least 10 years old

Requires all persons being towed on water skis or similar devices to wear a U.S. Coast Guard-approved personal flotation device (Type I, II, III, or V)

Prohibits towing water skiers during nighttime hours (between one hour after sunset and one hour before sunrise)

Requires personal watercraft towing skiers to have mirrors mounted on both right and left sides, at least 2.5 inches high and 4 inches wide

Mandates maintaining reasonable distance from other vessels, people, and property while towing, and prohibits causing towed persons to collide with any person or object
