Amends Mississippi Code Section 17-17-3 to define "advanced plastic recycling" as a manufacturing process converting post-use polymers and recovered feedstocks into hydrocarbon raw materials, feedstocks, chemicals, and other products through depolymerization, gasification, pyrolysis, or solvolysis.

Establishes that advanced plastic recycling facilities are not classified as solid waste processing facilities, materials recovery facilities, waste-to-energy facilities, or incinerators, but remain subject to department inspections for compliance.

Defines "post-use polymer" as plastic derived from residential, industrial, commercial, governmental, institutional, or agricultural activities that has been sorted from solid waste and may contain residual amounts of organic material and incidental contaminants, excluding those meeting the definition from consideration as solid waste.

Defines "recovered feedstock" as post-use polymers or materials that have received a nonwaste determination from the EPA or state department and have been sorted from other solid wastes for use in advanced plastics recycling or other recycling operations.

Takes effect July 1, 2022.
