Creates Section 77-7-345 of Mississippi Code to authorize the Commissioner of Public Safety to establish a voluntary commercial motor vehicle inspection program by rule.

Inspection program covers trucks, truck tractors, trailers, semi-trailers, and pole trailers used on highways and streets, with compliance checked against federal and state motor carrier safety regulations.

Requires annual inspections with documentation displayed as a decal or sticker on the vehicle, inspectors must have access to vehicle maintenance logs, and participation is not mandatory.

Establishes a reasonable inspection fee to be deposited into the Commercial Transportation Enforcement Division operating fund, while enforcement authority remains with division officers.

Sunsets on July 1, 2024, with the act effective July 1, 2022.
