Prohibits municipalities, counties, and other political subdivisions from imposing civil penalties or fines on security businesses for false alarms not caused by improper installation, defective equipment, or operational errors by the business entity.

Defines "false alarm" as any security alarm signal that elicits law enforcement response when no actual police emergency exists, including alarms caused by human error, mechanical or electronic malfunction, or negligence of the alarm system user.

Amends Section 19-3-40 (county powers) to add a restriction preventing county boards of supervisors from authorizing penalties or fines on alarm contracting companies and other security businesses for false alarms meeting the specified criteria.

Amends Section 21-17-5 (municipal powers) to add the same restriction for municipal governing authorities regarding penalties or fines on security businesses for false alarms.

Takes effect upon passage.
