Requires governmental entities receiving state funds, public colleges, universities, and school districts to display the official Mississippi state flag Monday through Friday from sunrise to sunset on or at each building and campus.

Authorizes the Governor to notify entities of non-compliance and provides a 30-day period to demonstrate compliance; if not met, the State Fiscal Officer shall withhold all state funding until compliance is achieved.

Prohibits local governments and homeowners associations from adopting ordinances or rules that prohibit display of the U.S. flag or Mississippi state flag on private property or public property leased to private entities.

Requires flag display rules to comply with federal law regarding proper flag display and etiquette under Title 4, Chapter 1 of the United States Code.

Effective July 1, 2022.
