Creates the "Helping Mississippians Afford Broadband Act" to provide financial assistance for broadband internet services to eligible households

Provides subsidies up to $15.00 per month per household, paid directly to broadband providers to reduce costs for qualifying families

Eligible households are those already approved to receive the federal Emergency Broadband Benefit (EBB) or Affordable Connectivity Program (ACP) benefit

Requires the Department of Information Technology Services and Wireless Communication Commission to administer the program, with funding from the American Rescue Plan Act

Establishes an ombudsman position to monitor the subsidy program and ensure benefits reach underserved communities
