Creates the Mississippi Scrap Metal Act in new Chapter 18 of Title 97, consolidating and revising existing scrap metal dealer regulations previously codified in Sections 97-17-71, 97-17-71.1, and 97-17-71.2.

Requires scrap metal dealers to maintain detailed records for two years including seller identification, property descriptions, photographs, vehicle information, and proof of ownership; prohibits cash transactions except for registered business entities.

Establishes registration requirement for all scrap metal dealers with the Secretary of State (two-year terms); denies registration for persons convicted of scrap metal violations, felonies, or fraud-related misdemeanors within five years.

Prohibits purchase of specific metal items including beer kegs, cemetery bronze, utility covers, air conditioning parts, and detached catalytic converters except from authorized sources; restricts purchases from minors under 18 years old.

Imposes penalties ranging from misdemeanor (up to 30 days confinement and $1,000 fine for violations valued at $1,000 or less) to felony imprisonment (up to 20 years for violations exceeding $25,000); grants Secretary of State authority to conduct inspections, issue cease-and-desist orders, and impose administrative penalties up to $1,000 per violation.
