MS SB2547

Creates a felony crime for discharging a firearm with criminal negligence within or into any municipality, punishable by up to $1,000 fine and/or up to 2 years imprisonment.

Allows courts to reduce conviction to misdemeanor (up to $500 fine and/or 6 months jail) if deemed unduly harsh, except for defendants with two or more prior felonies.

Exempts lawful firearm discharge on properly supervised ranges, during legal hunting, by animal control permit, by police permit, using blanks, or more than one mile from occupied structures.

Exempts self-defense or defense against animal attack if a reasonable person would believe deadly force against the animal is immediately necessary.

Takes effect July 1, 2022.
