Establishes specific penalties for hit-and-run accidents causing only vehicle damage: 5-30 days imprisonment and/or $100-$500 fine

Maintains existing felony penalties of 5-20 years imprisonment and $1,000-$10,000 fine for hit-and-run accidents resulting in death or serious bodily harm
