Creates a new tiered penalty structure for simple possession of 1 gram or less (or 5 dosage units or less) of methamphetamine: first offense is a misdemeanor with up to $250 fine and/or 30 days in jail; second offense within 5 years carries $250-$1,000 fine and 5 days to 6 months in jail; third offense within 5 years becomes a felony with up to 5 years imprisonment and/or $50,000 fine

Requires mandatory participation in a drug education program approved by the Department of Mental Health for first and second offenses of small-amount methamphetamine possession, unless the court finds it inappropriate

Establishes separate penalty tiers for methamphetamine possession above 1 gram, ranging from up to 5 years imprisonment for 1-2 grams to 3-20 years for 10-30 grams

Separates methamphetamine from other Schedule I and II controlled substances in the penalty structure, treating smaller amounts more leniently than current law

The methamphetamine-specific penalty provisions automatically repeal on July 1, 2025, creating a sunset clause for the reduced penalties
