Eliminates the option of county jail imprisonment, making state penitentiary time of 1-5 years mandatory for vote fraud convictions

Applies to offenses including buying or selling votes, influencing absentee voters with money or items of value, and making false affidavits related to absentee voting

Maintains existing penalties for compensating ballot assisters based on number of voters assisted: $1,000-$5,000 fine and 1-5 years imprisonment
