Requires candidates for election commissioner to be listed alphabetically and grouped separately on ballots with clear nonpartisan identification, with no reference to party affiliation.

Changes the qualifying deadline for election commissioner candidates from the first Monday in June to February 1 of the election year, effective January 1, 2023.

Modifies election commissioner terms to four years with staggered elections in 2023 and 2024, ensuring consistent four-year terms going forward.
