Removes the requirement that election commissioners complete a skills assessment to be certified, while maintaining the requirement to attend a training seminar provided by the Secretary of State.

Changes the candidate filing deadline for county election commissioner positions from the first Monday in June to February 1 of the election year.

Establishes staggered four-year election cycles for commissioners from different supervisory districts: Districts 1, 3, and 5 elect in 2024 and every four years thereafter; Districts 2 and 4 elect in 2023 and every four years thereafter.

Requires county election commissioners to elect a chair and secretary annually in January with one-year terms, and mandates notification of these officer changes to the Secretary of State.

Takes effect July 1, 2022.
