Allows inmates to serve sentences in county jails outside their county of conviction if requested by a sheriff or board of supervisors, in addition to existing provisions allowing service in the county of conviction.

Increases the maximum per diem cost for housing state offenders in county jails from $20.00 to $25.00 per day per offender under standard circumstances.

Establishes a tiered payment structure for expediting inmate removal from county jails: $25.00 per day (days 1-30), $30.00 per day (days 31-60), and $35.00 per day (day 61 or greater) when inmates remain in county jails beyond specified timeframes.

Directs the Department of Corrections to pay all medical costs for offenders housed in county jails under the tiered payment system and to pay counties within five days of receiving written notice of sentencing orders.

Effective date: July 1, 2022.
