Requires the Secretary of State to compare the Statewide Elections Management System (SEMS) with state identification databases and enter into memoranda of understanding with federal and state agencies to identify non-United States citizens registered to vote.

Mandates that when evidence exists that a registered voter may not be a U.S. citizen, the registrar must notify the voter and require proof of citizenship within 30 days.

Establishes acceptable proof of citizenship as birth certificate, U.S. passport, naturalization documentation, Certificate of Naturalization number (subject to federal verification), or documents meeting the Immigration Reform and Control Act of 1986 standards.

Requires the registrar to remove voters from SEMS who fail to provide proof of citizenship within 30 days, with an appeal process available to the Board of Election Commissioners.

Directs the Secretary of State to adopt rules and regulations for implementation and makes all citizenship documentation and verification records confidential; effective July 1, 2022.
