Amends Mississippi Code Section 23-15-851 to define eight circumstances that constitute a vacancy in either house of the Legislature: death, resignation, impeachment, loss of voter registration, loss of district residence, felony conviction or oath violation conviction, refusal to take oath of office, and court declaration voiding election.

Requires the Governor to issue writs of election within 30 days of a vacancy occurring, with at least 60 days' notice to the public and a 50-day qualifying deadline for candidates.

Allows the Governor to forgo issuing a writ of election if a vacancy occurs in a calendar year when the general election for state officers is held.

Takes effect July 1, 2022.
