Directs the Department of Corrections to convert four restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to operate as post-release reentry centers for individuals eligible for parole or early release who lack housing or support services.

Limits post-release reentry center stays to 90 days or until alternative housing becomes available, whichever is shorter, and prohibits detaining otherwise-eligible individuals for refusing placement.

Requires the Department of Corrections to provide comprehensive reentry services including counseling, job training, housing assistance, education, healthcare, substance abuse treatment, and cognitive behavioral programs.

Exempts post-release reentry centers from residence restrictions under Section 45-33-25 regardless of center location.

Repeals Sections 99-37-19 and 99-37-21 authorizing county establishment and welfare department cooperation at restitution centers, and brings forward multiple related code sections for possible future amendment.
