Creates the Mississippi Student Absentee Voter Act allowing registered Mississippi voters enrolled in colleges or universities to vote absentee when away from their county or municipality of residence for studies

Requires students to submit a Mississippi Student Postcard Application at least 45 days before an election; one approved application covers all elections through the next federal general election

Authorizes multiple methods for receiving and returning ballots including postal mail, fax, and email, with circuit clerks required to provide suitable email addresses for ballot transmission

Directs the Secretary of State to establish rules for the application form, enrollment verification procedures, voter ID compliance, and reasons for application rejection

Requires registrars to process applications within 14 days and preserve all applications for one year as records available for court inspection
