Prohibits transfer of property acquired through eminent domain to private persons, entities, or businesses for 10 years after acquisition.

Exempts drainage and levee facilities, roads and bridges, flood control projects, seawalls, dams, toll roads, public airports, public ports, and public utilities infrastructure from the 10-year transfer restriction.

Exempts eminent domain use for removing public nuisances, structures beyond repair or unfit for habitation, acquiring abandoned property, or eliminating direct threats to public health or safety.

Codifies Article 3, Section 17A of the Mississippi Constitution into state law.

Takes effect only if Section 17A of the Mississippi Constitution is declared unconstitutional or its enforcement is restricted or enjoined by court order.
