Creates the "Mississippi Architects and Engineers Good Samaritan Act" providing civil liability immunity to licensed architects and professional engineers who perform uncompensated safety assessment services during declared emergencies at the request of public officials

Defines "safety assessment services" as inspection and evaluation of structures, buildings, utilities, equipment, and other systems related to structural integrity and life safety following disasters such as earthquakes, floods, hurricanes, and fires

Limits immunity to services performed during the emergency period or within 90 days after its end (unless extended by executive order), and only when the professional acted as a reasonably prudent person under the circumstances

Exempts out-of-state architects and engineers from Mississippi licensing requirements when performing emergency safety assessments as Good Samaritans, but requires Mississippi licensure for any additional services such as design of repairs or construction documents

Excludes immunity for wanton, willful, or intentional misconduct by the architect or engineer
