Prohibits local governments (counties, municipalities, and other local political subdivisions) from adopting or enforcing ordinances that restrict home-based occupations or impose burdens on home-based work conducted in residential homes or accessory structures

Local governments cannot prohibit mail order/telephone sales, serving clients by appointment, having employees or contractors work from home, or restrict floor space, hours of operation, or storage/equipment that doesn't produce external effects

Eliminates requirements for home-based businesses to obtain local permits, licenses, variances, or prior approvals (unless required by state law), undergo rezoning for commercial use, or install fire sprinklers

Provides individuals with a civil cause of action against local governments that violate the act, including recovery of attorney fees and costs for the prevailing party

Does not override private deed restrictions, covenants, or homeowners association rules governing common interest ownership communities; effective July 1, 2022
