Prohibits transfer of property acquired through eminent domain to private persons, entities, or businesses for 10 years after acquisition.

Exempts drainage and levee facilities, roads and bridges, flood control projects, seawalls, dams, toll roads, public airports, ports, and public utility infrastructure from the 10-year transfer restriction.

Exempts eminent domain use when removing public nuisances, structures unfit for habitation, abandoned property, or direct threats to public health or safety.

Codifies Article 3, Section 17A of the Mississippi Constitution into the Mississippi Code of 1972.

Takes effect upon passage.
