Amends Mississippi Code Section 33-7-119 to change the criteria for mandatory placement on the National Guard retired list from reaching age 64 to being "unable to maintain federal recognition"

Requires federally recognized officers and enlisted members to be retired with a one-grade promotion upon completing 20 or more years of honorable service in the Mississippi National Guard, U.S. Armed Forces, or reserve components

Officers or enlisted members must have served the last 60 months in federally recognized status in the Mississippi National Guard or on active duty to receive the promotion at retirement; otherwise they retire at the highest grade held without promotion

Retired list members are not required to perform military duty but may be detailed for recruiting, courts-martial, or other duties with their consent by the Governor
