Creates a special trust fund in the State Treasury designated as the "Mississippi Veterans Cemetery Perpetual Care Fund" for administration, maintenance, renovation, and operation of Mississippi Veterans Cemeteries.

Principal of the fund remains permanently intact and does not lapse into the General Fund at the end of the fiscal year; interest and investment earnings are credited to the fund.

Expenditures from interest or investment earnings may be made upon requisition by the Executive Director of the Mississippi Veterans Affairs Board; expenditures from principal require a declaration of emergency or special need by the Governor and affirmation by the Mississippi Veterans Affairs Board.

Fund principal shall consist of an initial transfer by the State Fiscal Officer of monies credited to the Mississippi Veterans Affairs Board and a portion of monies transferred from the Mississippi Department of Revenue for tags designated to the Mississippi Veterans Affairs Board.

Effective date is July 1, 2022.
