Establishes a Medicare Upper Payment Limits Program for emergency ambulance transportation providers, with ambulance service access payments calculated based on assessments plus federal matching funds, paid at least quarterly beginning January 1, 2023

Authorizes reimbursement for outpatient hospital services provided to Medicaid beneficiaries under age 21 by border city university-affiliated pediatric teaching hospitals located in cities bordering the Mississippi River, effective for fiscal years 2023 and 2024

Requires the Division of Medicaid to evaluate the feasibility of using a single vendor to administer dental benefits under managed care, and increases diagnostic and preventative dental services reimbursement rates by 5% annually for fiscal years 2022, 2023, and 2024
