Requires the Division of Medicaid to reimburse border city university-affiliated pediatric teaching hospitals for outpatient services provided to Medicaid beneficiaries under age 21

Effective January 1, 2022, reimbursement will be based on reasonable costs with interim payments and year-end cost settlement, using Medicare Program methods and standards

Defines qualifying hospitals as out-of-state facilities in counties contiguous to Mississippi's border that are university-affiliated, licensed as pediatric hospitals, maintain at least 5 pediatric specialty training programs, and have at least 100 beds dedicated to patients under 21

Directs the Division of Medicaid to seek necessary federal waivers and amend the state plan to implement this reimbursement program

Stipulates that costs for treating Medicaid beneficiaries at these border hospitals shall not exceed what in-state hospitals would charge for the same services
