Defines multiple levels of NTEMS services including First Responder Service, Basic Life Support (BLS), Advanced Life Support (ALS), and Special Operations Service, each with specific personnel and equipment requirements

Allows NTEMS personnel to practice under the Emergency Medical Services Personnel Licensure Interstate Compact and authorizes emergency response agency employees to perform as emergency medical technicians in non-transport settings

Requires the Department of Insurance to collaborate with the State EMS Medical Director at the Mississippi Department of Health to develop equipment standards, training requirements, data collection systems, and medical protocols for NTEMS providers
