Senate Bill 2679 - Transparency in Education Act

• Requires public schools to provide parents access to review syllabi, curriculum, and teacher-training materials during regular hours or by special appointment, with rights to copy and record information.

• Prohibits schools from allowing students to attend instruction containing "Identity Curriculum" (related to gender identity, sexual orientation, or romantic relationships) or "Critical Theory Curriculum" (addressing systemic racism, discrimination, or related concepts) without prior written parental permission.

• Allows parents to withdraw children from any specific instruction or presentation they object to, with schools required to provide alternative instruction without academic penalties, though withdrawal does not exempt students from graduation requirements.

• Requires schools to hold annual "curriculum nights" within 14 days of each semester start, publish curriculum online, provide written notice to parents of their rights, and notify parents at least 3 days before adding new curriculum to courses.

• Grants parents access to comprehensive educational records including attendance, grades, test scores, disciplinary and counseling records, email accounts, and online accounts, and prohibits school employees from withholding information about students' physical or mental health or gender identity from parents.

• Establishes complaint procedures with superintendent review within 14 days and school board appeal process within 30 days, allowing parents to file suit for violations and recover attorney's fees, declaratory relief, injunctive relief, and other damages.
