Increases second phase annual state appropriation from $16,000,000 to $20,000,000 and expands service from 15 to 20 early learning collaboratives serving not less than 7,000 children.

Increases third phase annual state appropriation to $33,950,000 (maintaining existing amount) while maintaining service of approximately 15,000 children through 20 to 25 early learning collaboratives.

Changes language from "more than" to "less than" for second and third phase funding thresholds, clarifying minimum appropriation requirements rather than maximum limits.

Amends Section 37-21-51 of the Mississippi Code of 1972 regarding the "Early Learning Collaborative Act of 2013" to enhance prekindergarten program expansion and quality.

Effective July 1, 2022.
