Exempts the Mississippi Adequate Education Program (MAEP) from mid-year budget reductions that the State Fiscal Officer can impose on state agencies when revenues fall short of estimates

Currently allows the State Fiscal Officer to reduce agency allocations by up to 5% when revenues drop below 98% of projected general fund estimates, with uniform additional cuts possible beyond that threshold

Maintains existing exemptions from budget cuts for various special funds including federal funds, hunting/fishing license fees, veterans home resident payments, and self-generated funds from higher education institutions

Effective date of July 1, 2022
