Adds a new qualified resort area (item 35) consisting of all parcels zoned for mixed-use development located west of Mississippi Highway 589, more than 400 feet north of Old Highway 24, east of Parker's Creek and Black Creek, and south of J.M. Burge Road

Consolidates regulatory authority language for municipalities listed in multiple existing qualified resort areas (items 6, 21, 24-31, and 34), allowing their governing authorities to specify hours of operation, revenue percentage requirements from food sales, and designated areas for alcohol sales

Removes repetitive ordinance authority provisions from individual resort area definitions and places them in a single consolidated paragraph applying to all relevant municipalities

Maintains the existing framework where qualified resort areas can obtain alcohol permits without requiring a local option election, allowing hotels, restaurants, and other establishments to sell alcoholic beverages
