Exempts the Marty Wilson Foundation One Gulf One Goal distinctive license tags from requirements to submit proof that at least 300 tags will be purchased and deposit funds for 300 tags within three years.

Allows Mississippi residents to purchase distinctive license tags for $30 annually in addition to standard registration fees to support the foundation's cobia release program.

Distributes the $30 additional fee as follows: $24 to Marty Wilson Foundation One Gulf One Goal, $1 to Mississippi Burn Care Fund, $2 to State Highway Fund, and $1 to a special fund under Section 27-19-44.2.

Tax collectors retain $2 from each fee and deposit it into the county general fund.

Adds Section 27-19-56.480 to the list of distinctive license tag provisions exempt from the standard presale requirements in Section 27-19-44.
