Authorizes issuance of up to $10,000,000 in state general obligation bonds to help Hinds County construct, furnish, and equip a mental and behavioral health court/collaborative and/or mental health facility

Creates the "2022 Hinds County Mental and Behavioral Health Court/Collaborative and/or Mental Health Facility Construction Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds may mature up to 25 years from date of issue and must be issued before July 1, 2026

Department of Finance and Administration has discretion over disbursement of funds to the Hinds County Board of Supervisors for the project

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation
