Reduces vesting period for retirement benefits in the Public Employees' Retirement System from 8 years to 4 years for first responders (firefighters and law enforcement officers with 10+ years of service) who joined on or after July 1, 2007.

Defines "first responder" as any firefighter or law enforcement officer certified by the Mississippi Board on Law Enforcement Officer Standards and Training with at least 10 years of service.

Applies the 4-year vesting requirement to first responders across multiple benefit provisions including prior service credit, disability retirement, survivor benefits, and refund options.

Maintains the standard 8-year vesting period for all other members who joined the system on or after July 1, 2007.

Becomes effective July 1, 2022.
