Creates the Coronavirus State Fiscal Recovery Lost Revenue Fund with $55 million and allocates $10 million to the Mississippi Association of Independent Colleges and Universities Grant Program from federal ARPA funds

Establishes the Independent Schools Infrastructure Grant Program allowing private schools (MAIS members or accredited non-public schools) to apply for up to $100,000 in reimbursable grants for water, wastewater, broadband, and ventilation projects using federal ARPA funds

Transfers $10 million from the State General Fund to the Mississippi Outdoor Stewardship Trust Fund and $2 million to the Rural Fire Truck Matching Assistance Fund

Amends the Mississippi Main Street Investment Grant program eligibility from only Senatobia to any municipality with population under 15,000, allowing grants for revitalization zone improvements
