Brings forward existing Mississippi statutes governing salaries for elected officials including Governor ($122,160), Attorney General ($108,960), Secretary of State ($90,000), and various commissioners ($78,000-$90,000)

Maintains the salary cap for executive branch employees at 150% of the Governor's salary, with exemptions for higher education staff, community college employees, licensed physicians, certain Department of Mental Health professionals, and Public Employees' Retirement System executives

Allows the Governor to set salaries for the Executive Director of the Mississippi Development Authority (which may exceed the 150% cap with private fund supplementation), Commissioner of Child Protection Services, and Governor's Chief of Staff

Requires the State Personnel Board to submit annual reports to the Legislature by December 1 each year recommending salary increases for state and county elected officials and appointed officials whose salaries are set by statute

Contains a self-repealing provision stating the act takes effect July 1, 2022, and stands repealed on June 30, 2022, effectively making this a placeholder bill for possible amendment
