Clarifies that "legal service" contracts exempt from Public Procurement Review Board oversight are defined as contracts where services are provided directly by an attorney or an employee of an attorney.

Requires the Attorney General to disapprove any outside counsel contract that contains additional non-legal services if those services fall under the Public Procurement Review Board's purview.

Maintains existing exemptions for certain professional services including accountants, actuaries, auditors, architects, engineers, anatomical pathologists, and utility rate experts from Public Procurement Review Board approval requirements.

Effective date of July 1, 2022.
