Creates the "Deficit Prevention Act" requiring state agencies, departments, and institutions to operate within legislative appropriations and avoid year-end deficits.

Mandates agencies notify the Governor, Lieutenant Governor, Speaker of the House, and chairs of the Senate and House Appropriations Committees within 15 days of determining a deficit is likely for the current fiscal year.

Requires agencies to work with the Office of the State Auditor and Department of Finance and Administration to develop a deficit prevention plan that includes limiting travel, conference attendance, and restricting equipment and vehicle purchases.

Takes effect July 1, 2022.
