Redirects portions of standard license tag fees from the State General Fund to the Motor Vehicle Ad Valorem Tax Reduction Fund.

Redirects additional fees from distinctive university license tags, Ducks Unlimited tags, and Rebuild the Coast.org tags from the State General Fund to the Motor Vehicle Ad Valorem Tax Reduction Fund.

Eliminates State General Fund deposits from various other distinctive license tag fees (amateur radio, antique vehicles, personalized tags, firefighter, law enforcement, legislative, Pearl Harbor, street rod, and historical plates).

Changes the Department of Revenue License Tag Acquisition Fund so unexpended amounts above $500,000 lapse to the Motor Vehicle Ad Valorem Tax Reduction Fund instead of the State General Fund.

Reduces various registration and tag fees (antique vehicles from $25.00 to $1.25, personalized tags from $30.00 to $13.75, firefighter tags from $50.00 to $43.00, and others).
