Requires the State Intervention Courts Advisory Committee to create a funding formula allowing the Administrative Office of Courts to reallocate and provide additional funding to intervention courts based on financial needs and number of participants served

Adds mental health services as a mandatory certification requirement for all intervention courts and problem-solving courts, including tracking and reporting of mental health services provided to participants

Expands the Office of Tobacco Control's mission to include fentanyl and drug abuse prevention, education, and cessation programs alongside existing tobacco control efforts

Requires the comprehensive prevention program to address fentanyl use and drug abuse through mass media campaigns, school curricula, community programs, and law enforcement, following CDC guidelines

Expands the definition of "smoke" or "smoking" in public facility restrictions to include vaporizing devices and alternative nicotine products, effective July 1, 2022
